On paper, this mission was about seeing Erens capabilities and if the Survey Corps could be trusted with him, if he had poor results, the Judge would then turn Eren over to the military police where he would be executed. In reality, Erwin used this as a chance to try and capture the female titan as he knew there was a titan shifter traitor among them, and knew they would be lured out this way.
