Privateers were non-naval ships that were given a commission to basically be legal pirates, so long as it was against enemies of that country. Privateers could, for example, loot, pillage, kill and there would be no repercussions. Privateers weren't always pirates, but in the case of pirates-turned-pirvateers, it basically turned an enemy of the government into an ally of sorts. The pirate still got to act like a pirate and make a living, they just had to be careful who they were attacking. Just like in One Piece, it was not always an ideal solution.

They probably wouldn't have liked him taking over Alabasta, but they still hated the situation that his defeat put them in. They got scared that Shanks and Whitebeard had made contact as soon as they lost him. Also the Five Elders are the defacto leader of the World Government. They are more like supreme dictators of the organization rather than a supreme court.

The Five Elder Stars were worried about Whitebeard and Shanks meeting. the “Red-Hair” is Shanks, like “Strawhat” Luffy. also that guy Rockstar is new to Shanks’s crew and still has 94 million bounty on his head, almost like Luffy (100m). just to think about how serious and strong Red-Haired pirates are :D

2024-12-01 16:49:10 +0000 UTCa clarification on the government/marines: they don’t care about who’s “good or bad” when thinking about pirates. in their minds, all pirates are scum so luffy defeating crocodile doesn’t matter to them(even if they knew crocodile was doing bad things) its like a prisoner taking out another prisoner. the judge isn’t gonna say “thank you.” they’re just gonna say “oh one scumbag took out another one.” and leave it at that. The government(as we’ve seen multiple times already) are the corrupt ones and have some crazy justice boner where they clearly don’t judge fairly.
