Cait was asking Vi to prove that Piltover and Zaun can be a united front against organised crime (I know people have hate boners against police but remember that they ARE the good guys no matter how much Vi's perspective is coloring this view). If you can't accept that the government isn't out to get you at all times you will live in a constant state of rebellion like those crime lords in Zaun. And yes, Cait wants Jinx to pay for her crimes, but not only as a civilian, it's her JOB to hold her accountable.

Caitlyn wants to go after Jinx for revenge, while at the time Vi was thinking about going after the Enforcers (Piltover in general) Vander advised her that this action was not the solution to Zaun's problems.
