About set order for Custom Art Service

Now I am confuse about why some members of me can order easy without accept from me. For example, I was need to accept order by email I was receive to receive funds while accept order, but the problem is their tight security is still get in my way and in order need to be 200 USD above in my bank card, but I was given to them yesterday and keep my money for 14 days. Now they say again and I need to have 200 USD again :(. It really trouble for me because it taking too long for response like 1 - 2 hours already. But for some other members can just give me orders, accept right on Fiverr (not on email) and done, all I need to do the rest. Does it some buyers only new to Fiverr can do that or they don't need any require and start right it? I still now know :)
