I'm going to suggest Ryuuko Matoi and Satsuki Kiryuin from Kill-La-kill bound together face-to-face with life fibers and otm gagged with fabric from their uniforms, either strips of cloth or masks made from them.

I'm thinking the classic combination of Batgirl and Robin. Cassandra Cain and Stephanie Brown, of course. I think matching binds and ball gags, except for Bat and Robin symbols. I like the idea of a two person ball gag, but wouldn't work for this idea. So maybe they are tied together instead?

I would love to Elsa and Anna from Frozen having been kidnapped perhaps with heavy iron collars around both their necks with a short chain between them. Gags might be something similar and medieval perhaps scold bridle gags?
