Staying never would have worked. They just would have cut it off his arm at the first opportunity. If this was an actual choose your own adventure book that choice would have led to a "The End" page.

The Germans got one as well, the Soviets also have one. A fourth one shows up, and the United States find the person who also holds that power, he used to work for the United Statesian government, but was fired. How smart it is to anger that person, who can, again, literally nuke a city if they wish. I don't say you have to coddle these people and bend to their every whims, but for the love of the Creators, try at least to not piss the guy off.
