Jefferson County, Tennessee - On July 2,2023 at around 6:33 p.m., Jefferson County Central Dispatch advised deputies that Knox and Sevier County deputies were in pursuit of a stolen Ford F-250 traveling East on I-40. Deputies attempted to deploy spike strips at two different locations but were unsuccessful. The suspect exited I-40 and began traveling north on I-81 and officers with the White Pine Police Department deployed spike strips at exit 4, that resulted in the right front tire to be deflated.
The suspect continued traveling north and exited the Interstate at exit 8 onto US 25E. Hamblen County Sheriffs Office Deputies attempted a rolling roadblock to stop the suspect, at which time he turned around and began traveling back toward the interstate, crossed the median traveling toward oncoming traffic. Sgt. Ransom Douglas attempted to stop the suspect with his vehicle but unsuccessful, his patrol vehicle went off the roadway and struck an embankment he was treated and released at JMH.
The suspect then drove onto the south bound off ramp toward oncoming traffic at which Lt.Tim Herzog struck the suspects vehicle with his patrol vehicle that resulted in the suspect vehicle going off the roadway and overturned. The suspect identified as, 59-year-old Scotty Allen Barnes of Gray, Tn. He was transported to UTER where he remains in stable condition due to the injuries he sustained in the crash. Barnes is wanted in multiple East Tennessee counties for outstanding warrants and charges related to the pursuit.
