Trying to decide if this LCKX game should focus on action, or... ermm... *action* ;-)

you will probably need a solid baseline of action since that is the part of the game people spend most of their time on so you don't want it to become a chore to get to the *action*.
no clue what kind of game you are even building but you got many things to draw from, setting-wise from pre-historic to sci-fi, genre-wise from straight up FPS to spying or hack'n'slash. RPG elements could be an option as well.
just don't try to invent gaming anew, that is where most devs fail ;-)
