0.10.x also contains all the 0.10.5 fixes from yesterday (in case there was any doubt). Most of the extra work was in form of the new challenges and AIs for them such as for Buggy, but there was also some work on that Kairoseki Coating feature from some months ago, it was improved by a lot and basically all it needs now is the visual component and boom, kairoseki coated boats will be a thing :D
0.11.0 work contains porting more blocks and items as well as some fixes/ports for ability protection and a lot of behind the scene fixes and ground work for the morph system, as its the only major system left that needs to be ported before mass porting abilities. Completion is still at roughly 30% since most of the things worked on (especially ability protection) were either rewrites or just quality over quantity.

1. not necessarily, fully depends on the update, if it changes a lot of stuff like basically every update since 1.8 did, then no, it'll still be a pain, if it only changes small things or things that do not affect the mod then yeah it can be done faster 2. as of right now its still on old forge, and will most likely release on it too, there's several reasons for this such as being easier to setup a project for it, being more stable or knowing how to work with it, however all of these were real reasons half a year ago when Ive started the port, nowadays things might be different, I haven't tested much so I can't really talk. However I would like to move to neoforge if only because it seems to also attract fabric devs in porting or supporting it, meaning more mods from that side could potentially be playable (sodium and the gang being best examples here, which are officially supported on neoforge for minecraft 1.21).
