It's a space station on the fringe of the Arctose galaxy and even he doesn't know who properly owns and operates it. This very illegal (in certain areas) vacation spot is popular for the elite and wealthy as it's basically a very private wish fulfillment.
Rak goes on to say this experience basically is his wish come true. Finally an escape for him to do what he wants.
What's he escaping from, besides possible debtors? Guess Timbo's not the only one wish secrets. ;D
The evening sky they're admiring is what Rak psychically conjured up from their one evening on Strix 13 together.
