She says it wasn't her that put "The Call" into their programming, but some other group snuck it in to wield control of them. She simply took advantage of it before anyone else could.
The brain module is destroyed and Zeiss can't have any witnesses. Rak is up next.
Spoilers: Zeiss says to Rak "Canters made you to resist me. They have failed." implying he was also manufactured.
