I kinda did a similar angle for that old Ryuko art a while back. And monster girl would refer to a girl with some nonhuman characteristics. Like this girl's pale skin, bat ears, and batlike nose are nonhuman features that would put her in the realm of monstergirl. Even stuff like girls with cat ears and nothing else are put under the umbrella of monster girl.
