Yeah definitely, every hero does put their best but you're right about a symbol to keep villains under "control". Actually ended yp really liking hawks

As i said back then and as he himself said in this episode, have your keen eyes on endeavor. and i think hawks idea of pushing the number 1 hero to the top is the antithesis to stain, because he said that every hero is fake except for all might and i think that hawks just wants a new symbol so that no new villains even get the idea of doing bad stuff in the first place.
