About the Shandians having wings too during the flashbacks from 400 years ago... there is an explanation not covered in the anime. So this won't be a spoiler. In a nutshell, The Shandians, Skypeians, and Birkins all share a common ancestral race. The Birkins are people from Enel's birth island Birka, which he destroyed. They comprised people like the Priests, Enel, his court, Yama the commander, and those sheep looking divine soldiers. Of the three groups, only the Shandians settled on an island in the Blue Sea.
