Sure we still don't know who the boss is, (And for that matter, the assassins the boss sent to take out Gelato and Sorbet), but getting to see the face of all of these enemy stand users right away gives us a whole different perspective on how the show works, and we get to see that perspective in this episode. If you think about it, this entire episode was seen from Formaggio's perspective. If you hadn't seen any episodes before this, it'd be entirely reasonable to believe that Formaggio was the protagonist and Narancia was the villain: Araki explains all of Formaggio's abilities freely, but makes the watcher figure out Narancia's ability as the fight progresses. This is the total opposite of how we've had things in the past. This also coincides with what you said about having a "Pre-existing" group of Jobro's. We get to have an entirely new avenue of content being "discovering the Jobro's abilities". We're on episode 10 and we still have no idea what Fugo's stand is called, let alone its abilities. I don't think there's any other season that does this, where it shows both perspectives of the villains and the heroes, and I think that's part of why Part 5, even before we're ever introduced to the "main storyline" is super intriguing and thrilling.
