Yup HQ was over there. Right around those episode you get a much better sense of what the Grand Line might be. There are tons of people and countries within ... just accessing the Grandline itself was a challenge for untested and inexperienced crews , because of natural phenomenons, the geography, but also enemies on the way. Also the people that kept insisting that "nobody ever comes back alive" were all from the East Blue, so the perspective from an established far weaker sea and uninformed bunch of people.

So that technically out first look at whatβs in the grand line. Also Garp is a vice admiral if you didnβt notice, which is a high position on the marines, so that can kind of give you a look of how strong he is. And his right hand man is Bogard, the guy with the grey suit and sword.
