Maybe non-humans are banned because they turn into extra-buff humans inside the bath, and ultra-fluffy furs when they return outside. There should be a "magic in use" sign outside the bath, just like the "microwave in use" signs in gas stations. Or an on-site grooming expert for floof emergencies.
