The King is there just to motivate her subjects by faking "an example". These are foam props, not actual irons. Also, that horse in the cart was given lots of helium to breathe before the stunt, so it was actually floating the cart, not weighing it down. (Hope nobody thinks it was serious claim)

I think that, while the Governator was, probably, stronger at his peak, this muscle build does not really allow for good enough agility. In armed combat that would probably be 50/50, as strength typically highly advantageous in close enough skill of opponents, but unarmed really needs "grace", where the King is clearly in an advantage.
