You can say that word in some setting and no one would question it, maybe smile a little because it's an uncommon word but everyone knows it. Like dangerous, strong-willed criminals who are born criminals and never will change" Born and trapped in that state of mind you can say. That's really cool, "hardboiled". I got that impression from a famous Norwegian show called Olsenbanden and Donald Duck when they referred to villains who never would change as "hardboiled" and that was the whole point.
