Ruff was my first reactor that actually made me sign up to a patreon and kept me sane during covid the tears streming down his face make me cry again and ive done multiple run throughs myself but watching ruff on the merry and ace make me feel the emotions again

You misunderstood/missed something. Diez Barrels was a Marine officer who defected to become a pirate. Thirteen years ago, he was the captain of the Barrels Pirates while operating in the North Blue. He the guy with the but chin. He curses Dory/Drie for abandoning them as he prepares for battle at the entrance. So when he said "Drie! Damn! where did that brat go?! He isn't there when I need him most! He stronger than anybody but has no guts!" He was talking about Drie/Dory (who is his son), not Doflamingo. Everybody else already told you about who the boy is in the future but didn't clear up this misunderstanding for some reason 😅.

They will reveal who the boy with the scar on his chin was later towards the end of Dressrosa, but yes it is someone we were introduced to before back prior to the timeskip.
