The issue is that Usopp has had the development of needing to overcome his fear to do what's needed at least 7 times and was what his training during the timeskip with beetleman was partially about. The fact is it took over 600 episodes for it to stick is what makes it annoying. His fear prevented him from taking the perfect opportunity to take down Suger the first time after Robin had lured Trebol away. That fear made him leave it to the tontattas and when they failed there was still something probably could've done in the couple of minutes it took Trebol to return.

So this was the first step Usopp takes to be the brave warrior of the sea. Before anyone says it was the time before, he was a coward then. He was constantly thinking about how to get away from the fight instead of how to help the tontattas and had to overcome his fear to go back. This time he immediately goes into planning mode. He hears that Sugar is up and he enlarges his slingshot, thinks how to take her down and how to accurately hit her. He finally got character development that wasn't just has to overcome his fear to help the crew.

I mean there is two sides to dragging out the Usopp scene. On the one hand I agree that it helps raise tension and make this moment seem more important to him, on the other hand it can genuinely take you out of the moment seeing sugar walk so ridiculously slowly towards luffy when he is asking for a grape and then still somehow be further away from him every time we cut back to them lmao
