In case you haven't caught on, Franky wanting to call himself a pervert is just an odd (but annoyingly common) translation choice. The Japanese word he's using to describe himself is "hentai" which more logically works the same as calling himself a weirdo or a freak. So I take it as Franky is just very proud of flying his freak flag, so he takes people calling him a weirdo (or "pervert" per the translation) as a compliment.

I find it interesting on Ruff's double standard that Decken was a pushover but Hordy was not even though before taking the drugs, both were one shot by a strawhat member. Still glad it is being enjoyed, just found that interesting distinction.
