regarding this wide area, they are in right now: it was primarily used for farming - that's why the area is so big and seemingly empty. Since it is overrun with titans at the moment it is far too dangerous to produce anything there. This is also the reason for the current food shortage and why meat is so valuable – they simply don't have enough space for animal farms or farms in general The only really densely populated places are the most inner wall and the four outskirt areas of each wall - like the one Eren used to live in. Those small areas are used to attract the titans so they can be dealt with easier than if they would spread around the whole wall trying to get in
