It's never really explained but in Polnareff's flashback Dio has a version of hermit purple he is using which is how he is able to track the Joestars and is always able to send stand users to their exact location. When Dio got a stand it also caused Jonathan's body to awaken Jonathan's stand so Dio also has access to it's ability.
