Maybe this is even his first time but Tim tries to be so clinical about it - it's nothing important - he's run tests (read: dildos) so it's just another tool in his belt.
Batman never had any issues with it, why should he.
Batman would have a VERY BIG issue with it if he knew what Tim was planning. He was well experienced, has less emotional attachment to sex now he's had his fun and is probably often using hallucinogens so his marks THINK it happened.
He also would never do it if there was a SO in the picture.
Kon is not together with Tim but anyone can see he's VERY interested.

2022-02-25 20:18:10 +0000 UTC😩😩😩 I cannot get over this. There’s just so much I love about it. The poses are so full of action and movement. Their faces are just so expressive and contrasted wonderfully. And the coloring and shading you’ve done for this is just so visually appealing.
