I saw this either being during roadtrip and it's noct she's trying ot bug. Maybe Prom and Cindy met a few times on his morning photo excursions without his hero Noct.
Or it could be early WoR where he's feeling ver abandoned so when Gladio and Ignis deign to greet him with their presence Cindy makes sure they turn green.
I like dommy Cindy where she would pull Prom to sit on her lap. never the other way around
