I get what you mean, since you expanded on it, with the Black Buggy crew member. I doubt he did it with malice in mind, but probably with some ignorance and carelessness. It is true that I took it as harmless, because the guy is surrounded by crewmates with weird circus designs and faces, or because the show got quite a few white folks with those lips in a cartoony design. But it is also true that such specific design can be a stark reminder of those old racist parody drawings, or stuff straight from the Jim Crow era. My guess is enough people pointed to Oda the implications behind having such a design for a black character, especially a minor support one, or maybe he even realized on his own... because that character went away and stuff like this got toned down.
