TOXICity 0.04.0 update 3 and release schedule

And the wait is over. 0.04.0 is being loaded, and the release notes are being scheduled as we speak. For those who liked where we're going in the previous three chapters, 0.04.0 is more of that. While the main story is moving along, there are many little threads being set up that will play out not only over the next few chapters but over the length of the game.

For those curious, not all of the Achievement blocks are active right now. Some of it's just coded in placeholders to ensure the user interface holds together. As we've found recently, certain versions of the game (cough cellphone cough) don't always look the same as the desktop versions, so we're trying to be aware of keeping everything in a viewable state. I won't say it's perfect right now, but it's better than some of the crap that popped up with TID (which is on our checklist to fix for 0.99.0).
