I just want to say that Gavin Newsom's policies regarding unhoused and homeless people, do appear to work well. I live in California, and I have personally witnessed that these policies do not hurt people who are unhoused or homeless. I am still open to being wrong, but I do think that Newsom's policies are a reasonable middle ground between: human rights, and public safety.
