The case of children is kinda weird. If you have documentation that your child was born on US soil, they are automatically Citizens. That can be difficult for undocumented people tho. If both of your parents are Citizens, you're also fine. If only one of your parents is a citizen, then it depends whether it's the mom or the dad, whether they were married, and how recently the US Citizen parent had lived in the US. So in theory the executive order helps children of Citizens who don't otherwise meet these criteria and entered the country illegally, as well as spouses of Citizens who entered the country illegally.

I also married someone who was not a citizen, and I'm fairly certain I understand what this executive order entails. Illegal Entry into the country bars one from getting legal status. Illegal Presence can be waived if you marry a US citizen, but Illegal Entry can not. If you are a Visa Overstayer, you *entered legally* then accrued illegal presence, so you're fine if you marry a citizen. If you are a DACA recipient, you entered illegally, but that illegal entry has been waived. There is still no certain path to citizenship for them, except if they marry a US citizen. If you are an Asylee with a Pending or Accepted Asylum case, then you also entered legally, and are therefore allowed to get a green card by marriage. If your Asylum case is Rejected and removal precedings are initiated against you, your entry is no longer considered legal and you cannot get a green card or naturalize by marriage. It is only those who did not have valid entry documentation (which can include a pending asylum case) who *edit: WERE in this legal limbo, unable to obtain status without leaving the country and applying from outside (and begging the government to forgive your past transgressions). Despite the fact that these some 500 thousand people are married to or children of US citizens and have lived here for years or decades.
