Not surprised by this at all. In NY it's deffo not legal to shut off plumbing. Landlords probably do it anyway.

When COVID hit, they were going to be behind on their rent. However, they were able to raise money for the rent on time. He still wanted them out and shut off their plumbing (which I didn’t know was legal?). So they moved. And while the guy was cleaning the house they were kicked out of, his wife died. This is America. Fuck yeah?
