Wendy could always do that, yes. One of the first things she says when she's introduced is "I'm not much of a fighter but I can use all kinds of healing and support magic." She didn't do it before because she was too scared to be on the battlefield at all. So this was a big step in her character development becoming brave enough to do that now.
