I have a bit of a headcanon that one-one made the musical car specifically for the apex. They were able to access it pretty easily from their hq and since he only sees passengers as numbers he most likely saw a cluster of higher than average numbers and thought they needed the concept of empathy spelled out for them and thought a musical would be a fun way to do it. It's a shame it went right over their heads, but that's just my two cents.
