the thing with Tsu's statement is yes if you go after villainy without the permission to you are breaking the law however it isn't that you are acting like a "villain" but rather a Vigilaty. and personally i've always been of the opinion that Deku and Shoato would be best as the next generation of Vigilaties instead of heros.
