Than kind of implied that Cowloon is extremely hard to reach thus I perceived these two pieces of LBSM world pretty isolated from each other. But of course Rhea obviously wanted to avoid direct confrontation with Than which means that Cowloon could be somewhat easier to reach. Good point.
