The imperium of man has millions of worlds and each of those worlds has billions to trillions of people. There are literal hive worlds where the entire world is a giant city with hundreds of trillions of people living there. There are plenty of people around lol.

I played for 15 years with the figurines, which is the actual Wh40k the Tabletop Gaming was first, but nowadays people don't learn it from seeing people playing with those, but from games or books or just the internet.
