In the beginning of the show she risked her life trying to save him from drowning, so the tattoo transferred to her but then he risked his life to save her from the fire so the tattoo transferred again. I am not sure if it isbthe act of saving, or the tattoo sensing it's owner is dying so it transferred to the person touching them that triggers it. But I really think that is why it is happening. Also you are right, the son had two phones, one that was mirroring the dad's phone so he could always see what he was up to, that is why a lot of times it looked like the son sending and receiving the messages cause he was watching the whole conversation on his phone.
