it was! they just embellished things to make them full episodes. Its like the coby, helmeppo, and garp filler episodes that were based on canon cover stories in the manga apparently

"Anime canon" here is just the extra bits that the anime's added to flesh out the manga's scenarios. For example, Robin's enslavement and the bridge to nowhere are the major beats that are also in the manga, but the manga doesn't have any of the side characters like the girl or the other workers or slave drivers. So the scenario setup for the other Straw Hats is manga canon, but the mini-stories with the extra characters within them is anime canon, though some like Heracles('n) and Perona are part of the manga setup too. I suspect anyone who's watched the anime thinks of all of these "crew members' whereabouts" arcs as legit part of the story, because they're more interesting than the manga for a change.
