I'm actually more curious as to how this Azkaban will work, versus everything else going on. He's not going to have dementors, I imagine, which means he'll need some form of guard and staff. Prisoners would need to be fed, monitored, separated, etc. If it's meant to be at all humane, the goblins would be allowed some form or free time or roaming around the prison.
