Fixing the billing stuff

I'm changing the billing cycle, this might fix the problem of late month patrons.
If any of you get double charged, tell me and I'll fix it refunding the month of February. If you can't contact me here just mail me at bmtbguy@yahoo.com
The people who joined before February 25 was refunded, for the others I ask to contact me if they lose access or are charged again on March 1st.
