Rebalance Origins: Convict Allocation

Hundreds died, walls were breached and hundreds more escaped. It had taken days to pacify the inmates through brutal tactics and more “potential breeders” were lost. Manhunts all over the country had returned some but not all of those who had made it out. Now, the ringleaders and escapees were under heavy guard, the first to go in to the tanks.
The brutality of the response and the immediate rebalance of the leaders were heavily promoted in the global press. Every captured escapee was shown before and after their transformation. The message was clear, resistance to Rebalance was futile and any rebellion would only guarantee your feminization. Today, broken and defeated men meekly walk into their chambers as useless criminals to become valued breeders for the state.
