Monthly Sequence Tier

I'm going to try out sequences for a little bit and see how those go. They'll function similarly to the monthly poll drawing submissions, which will be voted on by everyone.
This tier won't take effect until the first billing cycle, which is partially why I'm making this announcement so there's no confusion, but it does exist now!
