to avoid conflicts of interests, the non-clan-territories are controlled by a cooperation of Xenos... in reality the clan territories are small compared to the shared spaces, in which you could usually locate resources.
clan organization isn't for everyone, some xenos aren't exactly made for cooperation or just look for ways to get by outside what they could do inside the clan with its laws.
as I mentioned a few times, I thought it would be interesting to add some additional faction, despite XEN comic isn't exactly about this, it's fun for future stories or settings, like this one.
