It is because the serum is the not same goblin serum in the comics. In the movie, the serum named Human Performance Enhancer gave Norman enough strength to nearly match Spider-Man. There was a Spider-Man might be holding back but the difference wasn't much. Captain America on the other hand can't match Spider-Man physically. At least that what I concluded.
