Like I said earlier before, Amber is only powerful enough to telepathically shift over a shapeshifter’s body and take over their consciousness, which becomes more of the passenger. She, like other cosmically omnipotent, omnipresent, and omniscient shapeshifters, sees all, knows all, interferes all, only in the right time.
