There are three separate votes:

Extra vote – available to Render Baron and Synth Overlord
Exclusive vote – only for Synth Overlord
Each vote happens in two stages:
First, we choose the title.
Then, we vote for a character from that title.
Regardless of your tier, you can suggest a title and character for the vote.
