It wasn't a set in stone rule or a lore break for the Maulers, rather a conscious decision to try not to distinguish between the two. It was purely to keep them from fighting each other. And you see later why. Also, I don't believe there is a "king mauler" bc they said themselves to robot that they "mercy kill" all the time and since the clones are practically perfect replicates memory wise, the original most likely died long ago.
