I agree with all the people you talked to. Yes, it's setup. Yes, it's a lull. But most of what happened was to help accomplish this season's goals. But not by fighting, but by diplomacy. I can clearly state the first cours' purpose: to resolve the conflict with the church and Hinata, and to go further by establishing a level of friendship. They even went so far as including Dwargon in that. Now those the Church protects, and who look to the Church for guidance are more positively inclined towards Tempest. In the meantime, the fight with Hinata made Rimuru's powers grow, established even further Tempest's military strength. Which leads us to this cours. The situation in Falmuth also ultimately increases positive ties with the human nations in the West. Having lost the ideological basis for not dealing with monsters, the Western Nations are free to evaluate their own relationships with Tempest. Rimuru is trying to lay out what his country can offer those other countries. All for the goal of creating more prosperity for everyone. There are enemies here, but their methods are more subtle. Some people oppose that goal. But the overall idea is to begin to make the Western Nations into friends and willing participants in his economic goals. This is a necessary step to the entire series. Which could be called setup, but that's what everything in a story is, really.
