Maybe, but that's not taking into account that there could be varying amounts of mixed blood between the parents that still result in Emilia being half-elf. Regardless, I don't think Emilia is the daughter of the Witch of Envy. I do think she's the daughter of some Witch though, whatever that means. But who knows? No one really knows... Besides the author, of course, lol.

Echidna calls Emilia the witch's daughter and suggests that she knows her mother. this definitively denies the Satella is Emilia's mom theory.
