To add some more to Roy. Must also remember the new transfer rule found out by the 4th along with OFA self aware temporary transfer to Bakugo. As for "NINE!" He was an experiment for Tomura in 6th Season.

2023-04-15 06:57:34 +0000 UTCSo in regards to OFA not being transfered to Bakugo, essentially, the paraphrasing is that OFA ITSELF shared it's power through Midoriya's blood transfer to Bakugo instead of the entire Quirk being completely transfered, since it's become a bit more "self aware" with the Visages by this point. Hence why this is able to be canon, since due to the timeframe, the Visages doing something like this is believable at this point. Also, in case you didn't already find out, but it's not just this one and the first one that are canon, when you go into the third movie, that is ALSO Canon, as confirmed by the writer.
